CONCEPT NOTE

I.                   Context and Significance

As the world confronts a transformative period shaped by breakthroughs in artificial intelligence, the imperatives of the green transition, economic volatility, and heightened geopolitical tension, the demand for high-level talent has reached unprecedented levels. Talent is no longer just a national asset—it is a global catalyst for innovation, competitiveness, and sustainable development.

In today’s interconnected environment, no country can independently cultivate, attract, and retain the human capital necessary to meet these challenges. Yet global talent mobility is increasingly constrained. Immigration restrictions are tightening in several regions, global competition for top-tier talent is accelerating, and disparities in access to education and training are exacerbating the global skills divide. At the same time, demographic shifts and technological disruption are upending traditional migration flows and exposing the limits of current talent governance models.

These complex dynamics call for a renewed commitment to international cooperation. Robust, adaptive, and inclusive talent ecosystems must be built to sustain innovation, resilience, and equitable development across borders.

II.                 Conference Overview

Against this backdrop, the Global Talent Summit 2025 will convene on June 27–28, 2025, at the Beijing Municipal Administrative Center in Tongzhou District. The Summit is organized by the Center for China and Globalization (CCG) in collaboration with the Alliance of Global Talent Organizations (AGTO). The International Organization for Migration (IOM) Mission in China, Organization for Economic Co-operation and Development (OECD), and the Global Young Leaders Dialogue (GYLD) are supporting partners of this event.

The Summit, themed “Strengthening International Talent Exchange and Cooperation to Build a Global Development Community,” reflects a shared commitment to addressing talent challenges through strategic dialogue, knowledge sharing, and multilateral cooperation. It is designed to transform these discussions into actionable insights and policy recommendations.

III.              Format and Activities

The Summit will feature a dynamic mix of events, including:

• International Talent Organizations Exposition

• Inauguration of AGTO’s Beijing Representative Office

• High-Level Roundtable with ambassadors and IO leaders

• Publication and research report launch sessions

• Thematic forums

• Field visit of the Beijing Municipal Administrative Center

IV.                Guest Speakers

The Summit will bring together a diverse and influential group of guest speakers, including:

V.              Expected Outcomes

The Global Talent Summit 2025 is designed to be both a platform for high-level dialogue and a driver of tangible impact. Anticipated outcomes include:

Due to limited capacity, participants will be selected based on their applications. Selected participants will be notified via email.
